METHOD GetPropertyId : CmpBACnet.IEC_BACNET_PROPERTY_ID

Gets the propertId with the given index (0 .. NumberOfProperties-1). Returns IEC_BACNET_PROPERTY_ID._PROP_MAX_SIZE, in case propIdx is out of range or the requested propertID can not be read properly.
