Command: Remove unused FB call parameters

Function: The command removes all input and output pins of the call which are assigned with ??? or are empty.

Call:

In the case of expandable operator calls, all inputs of the call which are unoccupied or occupied with ??? are removed. However, the minimum number of inputs required by the operator are retained.
