Message: External references are only possible for function blocks, methods, functions and constant global variable lists. External reference for PROGRAM '<program name>' is ignored.

Possible error cause: In the properties dialog of a program, on the Build tab, the External implementation option is activated.

Error correction: Deactivate the External implementation option.
